Net Systems Building Money Wanting 418.00 administrative fee for me getting from 5000.00 to 7000.00 within 90 days and every 90 days thereafter for 1year Albuquerque New Mexico

Today is Sept. 27, 2015 I just received a call from a man whom said his name was Gary Taylor from Net Systems Building Money.  He told me that credit card companies such as Visa and MasterCard sponsered this program for tax deductible reasons and that they would send me anywhere from $5000.00 to $7000.00 every 90 days for year and this was for senior citizines on a low or fixed income.  He said that if I gave him $418.00 administrative fee that I would recieve a certified letter in the mail by friday stating what he had just told me and I would get my first payment in 90 days, and that some woman he wouldn't give her name would be calling by friday too as an adviser. I told him I didn't have a credit card never have, that the only thing I had was a debit card.  So, he asked me if it was mastercard or Visa and the experation date so I told him then he wanted my card number and he said it would begin with a 4.  He was right, but you tell me how he new that. He asked me 3 times if it was a mastercard or visa. I told him I wouldn't give him my card number I didn't feel good about doing so, and he went on about other people who had the same feelings. I also asked he or the company had an email address he hem hawed around and then changed the subject.  So I told him to call me back tomorrow, which his reply was that he only had until friday to get this deal done.  Is this company reputable or are they the biggest scammers in New Mexico.
