a company named payicam.com has been using my atm debit card for purchases using ccbill.com for 2months  about 5-6 debits have occurred making my checkingaccount way overdrawn

I suspect that somebody used your card number to buy a porn site membership. If nobody in your household (spouse, teenage boys) would have done it, then you need to call your bank and report fraud. You should also check your credit report.

You can also try taking it up with the site you mentioned in your report.
