City Data advertises they have 1.5 million users.  They use this to solicit businesses to advertise with them.

They do not have 1.5 million users.  They allow users, to have multiple usernames. Each person may have 5 usernames, or more.    I can prove it, with my own memberships.  I have usernames of Howard555, Suenjohn, Janice35, Naeem5, Bethrowell and more.  When it suits my purpose, I register a new username.   If I am doing this, everyone is doing this.

If each person has 5 usernames, or more, then the site only has 300,000 users, not 1.5 million.  This is fraudulent to the businesses that are paying to advertise, thinking they are reaching 1.5 million unique members.

If you have more than 1 screen name, you are in violation of their terms of service. Allow me to quote from it, since you obviously didn't read it:

"Only one screen name is permitted per user. Your screen name may not be your email, business name or your profession, this would be advertising, and is forbidden. Screen names must not be racist, vulgar or inappropriate in any way. The Moderators and Administrators have final say in what is or is not appropriate."

So, they are not false advertising. By their rules, 1 person should only have 1 screen name. Anyone who has more is not doing so with their blessing.
