this company sends fake bills to people but cant explain to me how they are billing behind when i have been paying a water bill every month since may of 2014. all they keep saying is its not that your behind the billing is which makes no since i dont owe you for anything prior to may of 2014 .so how is the billing behind if payments are made every month

Pull a history of the actual monthly statements. Since you have an active account, that should be fairly easy for you to do. If there is a balance from a prior month it will show up on the statement. If you check the entire history from the time you started in 2014 you will see if and when this billing error or skipped payment occured.
