Chang claims to be a qualified professional editor for academic papers. He asks for money up front to do the editing. When asked to use Paypal or some other 3rd party to pay, Chang claims he quit doing business with Paypal as they charge a fee.

He asks the money be direct deposited into his bank. He then will perform the editing service.

He promised to return the edited document by an agreed date. Then he does not respond to email from the student that contracted for the service. He claimed once he has an earned PhD from Berkley, but when challenged later he said he is a graduate student.

Here is what he wrote when he was challenged about not having scammed anyone.

"I deal with dozens of clients within a month, and there are certainly times where I do not meet deadlines. However, I am not in the business of "scamming" people. I am fully accountable for all of my actions, and if there were a problem, I would ALWAYS do my best to resolve it with the client.

If a refund is necessary, all the client has to do is speak with me. Even if I were to miss a deadline, I ALWAYS deliver, and offer some sort of discount from the original price negotiated.

Whichever client it is that I have let down, you can personally let them know that I am sincerely apologize and that I am here to remedy whatever wrong was done on my part, if any."

After I asked him to get in touch with my friend and either return the money or complete the service ... he stopped responding. I have since learned from degreeinfo.com that he scammed another student since I last corresponded with him.

He never lets the amounts get to be more than $300 - $500 per scam as the victim would not be able to pursue him through small claims. It would cost more than the scam. He is smart. I have also been advised he does financial advisor scams.
