Desert Sands Apartments Phoenix Manager Scam, Lazy, Rude, Mistreatment, Theft Phoenix Arizona

Last Monday, 04/06, I asked the manager before applying if they had vacancies for immediate move-in of that Friday, 04/10, she said they had every type of unit except studios available and that Friday would be no problem if I qualify, to move in. She said to call her that Thursday if I hadn't heard from her first to find out what my status was on the application, she didn't give me a receipt for the application fee, she charged me $35 when the paperwork said $20, I asked her what the other $15 was for and she stated it was a processing fee. But again, no paperwork or receipts were given to me.
I called that Thursday, 04/09, to check my status and she said then that Friday would still be fine to move in but hadn't received word on my application yet. I called again that Friday and she went back through the application verification for employment, the same thing we did Monday already, indicating that she had not filed my paperwork that Monday. I checked back on Saturday as she instructed but only to get the same answer except now the same manager woman said
"For sure, for sure Monday you'll be able to move in".
Now it's Monday a week later and she states now that someone came in on Saturday and paid a deposit to take the last vacancy and that even if she did hear back about my application that there would be no more available units. She went on to say that my application wasn't submitted until the weekend when I had arranged to process it that Monday, a week ago. Which means she took my application fee and threw away my paperwork.
She refused to tell me her management name or the name of the owner of the property when I started complaining about being mistreated and neglected, I asked for my deposit back because I would not have applied to move in if there were no vacancies and if I was instructed the truth the day I went in, she denied me the refund as well saying that it is stated on the paperwork that she never gave me a copy of or the receipt of paying the application fee. At this point I don't know what recourse I have but I will be seeking retribution for the time wasted, the lies and the theft, this is unprofessional and has caused a problem for my living situation. Now I have to wait longer to move out even though my lease has ended and I have no place to go since those application fees aren't just magically waved and I have to pay that every time I want to inquire about moving in.
