Douglas Wayne Hancock Email hacks, cell phone calls blocked, internet connection at home disrupted Fredericksburg, Virginia

I met a person online and had intimate encounters twice with him.  I also shared with him my home address location, my email address, and cell phone number.  He seemed very nice and down to earth.  I really enjoyed our communications until I started to notice from my youtube suggestions that there was some consistency in the videos that appeared and the information shared.  I also noticed that my signal to the computer would drop suddenly and I would see his name "Doug-wireless" listed.  I saw insulting videos about weight loss and flabby arms and vidoes about how to do things that were insulting.  This has continued for 3 years.  I am finally starting to come to grips with everything and I want people to know that it happened.  I know he told me he was in the Army and he was trained how to do all of this by high levels of integrity and competance.  Never was he given these tools to humiliate and torment someone.  I have had affairs and the email addresses of previous people I communicated with have been sent to me.  This indicates that he has been through my emails and my past.  It is incredibly sad and humiliating that a human being can do this to another human being without any reprocussions.  I have shared my story with the ACLU and many other attorneys to ask for a restraining order.  I also write music and I enjoy music immensely.  It is my outlet to write poetry and release my stress and daydreams in writing.  He has been in my computer and watched everything I do and started doing that too.  I find it extremely wrong and frustrating and I want the truth to be let out as much as he has humiliated me and slandered me.  I also have been tormented in public by strangers I do not know making insulting comments to me about religious practices and various other religious type slanders.
