duty free direct billed and never delivered internet

The online company duty free (no tax) direct is running an old mail scam. you order and they don't deliver. They are a catalog company fronting through Duty free shops in different countries. They do not actually have the items you order, they take the order, pay for it and have the supplier deliver it (to keep it under the Duty free laws). This is legal (at the moment) if done correctly. Duty free direct holds your money for at least 2 weeks and then sends it to the supplier (if at all). More often then not they just keep the monies and send computer generated e-mails about shipping delays. In my case it took 41 days (from the money being withdrawn from my account) to receive part of my order. 97 days later I am still missing part of the order (despite the fact that they insisted it has been shipped) and have no refund, despite repeated requests (I have been told I will be contacted,26 days ago).  In addition bank funds were further removed to the duty free direct account that were not authorized by me. These people have to be stopped but there aren't a lot of laws governing the internet. They are guilty of theft, fraud, mis-representation and at least false advertising on a local level. (they are based in Europe or China and there have to be local laws) I hope someone starts a class action suit (best way to stop them)
