Traveling on the I-95 Interstate North from DC to Deleware, I was met with $24 in toll fees.  Not having traveled this highway before I only had $22 cash and no way to know what fees were coming.  I got to the last toll booth before my destination and was $2 short.  They do not take credit cards but the toll booth operator said "No problem honey, we'll just bill you."

I assumed such a service would not be free so I expected a $2 service fee or somthing.  When I received the TOLL VIOLATION (not a bill) they had tacked on the following FINES:

Administrative FEE: $25

Civil Penalty: $25

Civil Penalty Surcharge: $12.50

Total $66.50

This is the definition of highway robbery!!  I called the number on the VIOLATION and spoke to a representative.  I explained the situation and was told that the "booth operators say they'll bill you just to keep you moving... don't want you blocking traffic."  They also explained they "don't take credit cards because it takes too long and holds up traffic... and what if there's a problem with the card...".  Seriously?

Since this was my first "OFFENSE" the rep offered me the opportunity to remit payment along with an explanation and maybe it would be forgiven.

They did take this opportunity to offer to sell me an EZPass device for my car.

Who regulates (or fails to regulate) this agency?  Who gives them such sweeping authority over the roadways?
