Please understand, I am not saying you don't have a case here.  However, you made an EXCELLENT POINT in regards to the "pretending" matter.  The BBB has absolutely nothing to do with any government body!  The BBB has ZERO POWER to do anything!  The ONLY reason this place has their "F" rating is because they have not yet BOUGHT their A+ "rating".  The only purpose of the BBB is to PRETEND they have some governmental connection, otherwise they wouldn't be calling themselves a "bureau".  The BBB will SELL their PHONEY RATING and their PHONEY ACCREDITATION to ANY business which wants to buy one.  It is exactly like those places which will sell you a phoney diploma to hang on your wall to impress your friends.  Your complaint to the BBB-BS will actually become a sales lead.  They will start badgering this place to buy into their scam and get an "A+" phoney rating.  They can then hide behind the BBB-BS who will tell the world how wonderful their business is while they continue scamming others, if that's what they do.  Speaking of the word "scam", that's exactly what the BBB-BS is.  Go to you tube, search for "BBB SCAM" and watch.  You'll see what the BBB-BS "M. O'" is and the huge rake off which goes to those at the top of their scheme.
