below is a copy of all emails with Dave May the owner of internet effects I have contacted many other internet service providers and none have heard of bandwidth restrictions like this. when I signed up for the service thay had none.
Email #1
We do enforce bandwidth restrictions so your account was disabled yesterday.
DSL accounts are limited to 1GB/week. If an account uses 2GB in a week our system bills the account $5.00 for the week. Your account used >26GB in one week, which resulted in your account being billed $125.00,

Thats nice why was I not told about this when I signed up? and how am I to know how much I am using?
If some one had said something to me when I had signed up for this I would have watched how much I was downloading and uploading. Will my service be turned back on or do I need to go somewhere else???????
Email #2
Find another service provider. We are actually no longer providing DSL to home users due to widespread use of Kazaa and FastTrack-style programs.
They are still providing DSL service to home users I have freinds that are still conected with them for now!!!!

#2 REBUTTAL Owner of company
Alan Johnson linked to telemarketing scams
AUTHOR: Dave - (U.S.A.)
SUBMITTED: Monday, August 08, 2011
Alan abused our network repeatedly, violating our Acceptable Use Policy (AUP) by trading illegal files continually, day and night.
Later we determined that Alan Johnson was linked to the telemarketing scams which originated in St. George, Uah.

#1 REBUTTAL Owner of company
Alan was already a problem customer.

Internet Effects closed Alan Johnson's dial-up account last year because he used automatic redial and did not respond to multiple warnings.
Alan then signed up for DSL using a new account via our web site, which clearly states a 1GB/week transfer limit. Most ISP's have a 1GB or 2GB transfer limit for high speed. Three local high-speed competitors still have bandwidth restrictions, and for an important reason: a few people with Kazaa can greatly reduce the quality of an ISP. We are proud to have limits *because* we are proud to be a quality ISP. Our limits because less restrictive as bandwidth becomes cheaper.
Alan's service was cancelled for consuming an amazing 26GB in one week using mostly Kazaa. This was done without warning because Alan was not allowed to have an account here, due to previous misuse.
Alan has edited our email responses to his taste and omitted text regarding misuse of his account. We did not actually send Alan a bill for $125.00; it was removed (notice the obvious email cut-off point) as part of the account cancellation.
I personally am not surprised to see Alan report his experience on "ripoffreport.com". He cannot pursue action legally or with the BBB due to his account history and because he did not pay for the DSL service.
Users interested in Internet Effects but surprised to see this report can contact Dave May at 435-656-1627 for an explanation of our usage policies. We occasionally have problem accounts, but the satisfaction level of our customer base is high for an Internet service.
