LA City Parking Violation Bureau PVB Corruption in LA City PVB Los Angeles, California

I have Disabled Person Placard #291076M issued to me on 11/17/11 so I can legaly park my car free on city meters. Unfortunately, this is not the case with LA City PVB officers. Specifically, I complain against officer Powell (Serial 4011, beatP475, Agency 54) who issued a parking ticket 2106566722 on 11/20/2011 "Meter Exp." despite the placard was properly displayed (hung on rear view mirror of my car). I responded with a letter to PVB with reference to bad weather at the time and copies of all proper docs, however my complaint was rejected despite the obvious mistake by the officer, forcing me to pay the ticket since I had no time to go to hearing! At least my car was there to receive the ticket...Now, I got another letter from PVB regarding a new parking violation - this time for ticket 1099531145 for same "Meter Exp." at some unfamiliar to me address - 6570 W.Selma ave at 6:00PM on 12/21/11. In addition to my placard being still active, I never even drove past this address (forget about parking there!)- I was safely home resting after my part-time work with my sick daughter.

 These two tickets are examples of curruption and abuse by PVB officers (probably the 2d ticket was issued by the same officer - the only differtence is color of car -SL changed to GY). Unfortunately, I'm not a rich person to pay the city $58 every month for nothing - just because I live here! I am not going to pay the 2d ticket and request refund for the first one! - since both tickets were supposed to be dismissed and the corrupted officer Powell should be reprimanded.
