Sidney RCMP say they decided to issue a widespread warning about a child sex offender living in town after he contacted one of his victims in June.

Larry Keith Smith used the Internet to contact the victim, who then contacted police, said Cpl. Chris Swain.

Smith was required to follow strict conditions after his release from prison, including: having no contact with anyone under 18; keeping away from schools, parks and playgrounds; and not being allowed to own photographic equipment or a computer. But those conditions have expired.

Sidney North Saanich RCMP were able to apply for a public notification under the Privacy Act after officers spotted Smith on Aug. 31.

Thats when we first became aware he was living in Sidney, Swain said.

Smith was arrested and taken to court, where he was ordered not to contact the victim. Several other conditions were also set down to limit his behaviour.

Smith is considered to be at a high risk to re-offend against girls ranging in age from newborn to puberty, Swain said.

Smith, originally from Victoria, was sentenced in 2004 to two years in prison and three years probation for possessing child pornography.

Police arrested him in 2002 as part of an international child-porn investigation and found hours of disturbing sexual footage of children on his computer.

At the time of the sentencing, the judge said the longtime pedophile needs psychiatric treatment but could not be trusted to get it himself.

In 1990, Smith was charged with attempting to kidnap a nine-year-old girl. His conviction was overturned. He was subsequently convicted of assaulting the girl and was sentenced to one day in prison.

Smith is 60, six feet tall and about 200 pounds, with grey hair and blue eyes. He might be driving a green, four-door, 1997 Honda CR-V.

Some of the conditions that now bind Smith: To keep the peace and be of good behaviour; report to a bail supervisor when directed to do so; and to not have any firearm or other weapons.
