After visiting this sight and trying to understand my current situation, she convinced me that she could help me w/ negative things going on in my life, I agreed to send 19.9, which was refundable if not satisfied with her help.It was a total ploy to get my money. Nothing has changed, she's a fraud and I want my 20.00 returned immediately.

Ken is Correct

If she has a money back guarantee listed somewhere, and you have physical proof of that (such as a piece of paper she gave you, or a screenshot from the website, etc.) you do have a right to the money.

However, you will never get it back. Anyone claiming "supernatural" powers is lying to you. This is not the point of this post, though.

You believed her and paid her, which was your mistake. I would advise against spending money on anything that sounds too good to be true, lest you be scammed many more times in your life. You could attempt to file in small claims court for the $20, but you'd spend more than $20 going through the procedures. Best to accept this as a loss, and a lesson for the future.

I'm sorry for the experience, though. It is always sad to hear of people being taken advantage of.

ALL these psychics, seers, predictors or whatever they call themselves, are phonies and frauds. That's right, ALL of them.

They know it and take advantage of the weak and the weak minded.

You're very lucky you were only scammed out of $20. Use this as one of life's hard lessons.
Others have been take for $30,000 and more by these lowlife frauds.
