Monarch Computer Systems ripoff Tucker Georgia

I ordered a AMD 64 165 Opteron (retail) from Monarch on the 11th of May 2006. They informed me by email that they could not complete transaction because my ship to address did not match my bank card. This is my third order with Monarch, and the information is the same as the previous orders. I always have my orders shipped to my work, for I am not at home during the day to accept packages.

They informed me to get in contact with my banking insitution and add my ship to address.
It is already on file with my banking institution for they have shipped two other orders there, and I have used the same card to make many other orders from other company's to my ship to address.

This was a great hassle and a mistake on their part, so I cancelled the order the very next day. They could not complete the transaction anyway cause of their mistake.
I ordered another Processor from another company without the same hassle.

Meanwhile 5 day's later I get a statement from my bank that Monarch has charged me for a processor I cancelled, and I have several overdraft charges. I called Monarchs customer support and asked them why they charged me for a proceesor that I don't have and they never sent! They said it will be refunded to my bank account in 10 to 15 day's. I told them they were not to charge me for it in the first place, and that the laws in my state say they cannot charge your bank account or credit card untill the product is shipped. Furthermore I went to my bank, and they told me they arent to withold those funds for more than 24-48 hours. Meanwhile it has been 12 days and still they have not put the funds they stole from me back into my bank account, and I still are geting overdraft charges.

They have no problem taking out the money immediatly, but have a severe problem returning it, and they do not inform you that this will happen. I looked on their website policys and it says nothing of this other than for suspected fraud they can hold funds for 180 day's. Well there was no fraud here, the only fraud is them!
If they do this to thousands of people and hold their money they stand to gain some intrest. These people are fraudulent and will never ever do business with them again. Would suggest no one else does either. Beware! They are crooks, and are breaking the law!
