VICE MAYOR MUSLIMEN SEMA IS THE MAN BEHIND THE ESCAPE OF COMELEC COMMISSIONER VIRGILIO GARCILLANO

Former Commission on Elections (COMELEC) Commissioner Virgilio Garci Garcillano who was implicated in the 2004 electoral fraud, was charged with perjury and falsification of Public Documents.  Bayan Muna Reps. Neri Colmenares and Teddy Casio filed the complaint before the Ombudsman, January 11.

 Virgilio Garcillano the guy whose shortened name has lent itself as title of this long-standing Controversy, also resurface recently, looking like he had never been gone, from an eye-catching big house in the middle of an eleven-hectare farm in Baungon Bukidnon.

A former Comelec Commissioner, Virgilio Garci Garcillano is being accused as the alleged architect of an operation to manipulate the result of the 2004 presidential elections in favor of then President Gloria Macapagal-Arroyo.

Garci was perceived as the voice of the man being asked to ensure the womans vote would be higher by one million at least compared to her closest rival.  Seven months after the first probe on Hello Garci began, he reportedly took flight and disappeared, a sign that critics say pointed to his guilty.

Sen. Cayetano said Garci was still able to get his retirement benefits from the Comelec, amounting to P3.1 million ($72,000), plus monthly pensions.  Garci, meanwhile, told the media recently that all his properties he and his retired LTO Administrator wife have amassed came from their lifetime savings.

So many questions are still unanswered, and I think its not for the Comelec to immediately say that there has been no cheating Sadain said.  It is for the Comelec to investigate whether or not there was really cheating. Only thereafter can we say whether or not there was cheating

NGOs also took note of the testimonies aired over ANC 14 especially that of a certain Mamocan who testified that he was a former consultant of Ex-Governor Datu Andal Ampatuan and said that we was present when former Senator Zubiri met with Vice Mayor Muslimen Sema at his office in Cotabato City.  This should be further investigated as it is now clear that Muslimen Sema has knowledge about the 2004 election fraud, considering his rank in the Lakas NUCD of former President Arroyo.

ABS-CBN footage also shows that when Virgilio Garcillano surfaced, he was fetched by the Speedboat owned by the City Government of Cotabato and driven by a permanent employee of the City Government, MAGUID GANSING.
