Old Navy Visa / GE Money Bank Old Navy Issued Visa Card without my authorization Internet

I received an Old Navy Visa card in the mail and thought that it was replacing my Old Navy store credit card.  I called the Activation number and specifically asked the rep if the Visa was a replacement card and she said "yes, it replaces your Old Navy store card".  I had a couple of account changes I needed to make so she referred me to another number. 

When I called the other number I found that this Visa card does not replace my store credit card, it is an entirely new card.  I asked the rep how I received a new card when I did not authorize or sign up for one.  The rep said that I signed up for it by NOT responding to the offer that Old Navy sent in the mail two months ago.  I explained that I do not want a new card, I have enough credit cards and I never signed up for this card.  He said that I activated this new card when I spoke to the first rep and he will now have to "close" this line of credit and that it will more than likely effect my credit report but I can dispute any negative score by "writing a dispute to the address" that he will provide momentarily.  Now I have to write a letter disputing an adverse credit action from a card that I never asked for to begin with!!! 

Old Navy can make this right by making sure this fiasco does not appear on my credit report and by discontinuing all practices of issuing credit cards to customers that don't respond to their offers.  If I do see it on my report I will stop shopping at all Old Navy and affiliated stores.
