This is a Philadelphia Police Internal Affairs Investigation #95-243 and this is the investigation that was used to keep me (ex Philadelphia Police Officer John Leca) from being reinstated to my job.

The reason that this has come back up is because in a Federal Lawsuit that I filed against the Philadelphia Police Department an "alleged polygraph examination" was claimed to have been given to the person who filed the complaint against me. Mr. "James Farmer" As a part of Discovery in my lawsuit my attorney Andrew Erba had requested the ACTUAL alleged polygraph examination that Sgt. Mikal Abdullah said showed that Farmer was truthful BUT THE ACTUAL POLYGRAPH TEST WAS NEVER PRODUCED. It was allegedly given by a Sgt. Fred Smith #8844 of the Philadelphia Police Department. Certainly IF the Police had evidence in their possession that could stand scrutiny they would want to present it however as you will see Sgt. Mikal Abdullah made other unsupported claims.

Abdullah stated that I lied about the circunstances under which I was seen at the Police clinic and simply wrote in his report that he spoke with Pat Murrah "Leca was a walk in patient and had NO APPOINTMENT".

I went to the clinic and asked if they could provide a document under what circumstances I was seen. Pat Murray told me that she had never said that and additionally provided a letter indicating there is no way to determine if patients are walk ins OR do have an appointment. This was all about trying to "get me' when I mistakenly missed my interview with Abdullah by one day! If you look at my statement I said I missed it and had made no excuse until Abdullah asked what I had done that day and then tried to make it appear that I was using the doctors appointm,ent as an excuse requesting my medical records. Also take note that Abdullah did not call me in an attempt to ask where I was at and notify me that I was missing the appointment. I was actually on a leave of absence when this occurred also.

In the complaint Mr Farmer said I cut his tires and Abdullah says he saw the tires from Mr. Farmers car. He does not take them as evidence. He does not put air in them to see where or even if they are cut. He does not even know if the tires and wheels that Mr. Farmer shows him are even for the type vehicle that Farmer was driving. Abdullah fails to collect and submit the "alleged evidence".

Mr. Farmer says that I put drugs in his gas tank with an M&M wrapper and that his gas cap is missing/lost the night that Leca did this.

Abdullah claims he interviewed Farmer on 8/10/1995 inside IAD and a month has pasted then since Farmer claims that a "friend since kindergarten Cory" had removed the gas tank from the car in which I put drugs in the gas tank. However Abdullah writes in his report that he does not take the drug evidence and M&M wrapper that Mr Farmer had until 9-26-1995. Now it is a couple months later. What is the evidence? Some tops from crack vials an M&M wrapper and "residue of cocaine". Now also remember that Mr Farmer has said that the gas CAP was loss/missing since the night of the incident which is supposely July 5, 1995. 

On page 3 of Abdullahs report the gas CAP is MISSING.
On page 12 of his report Abdullah claims he "Saw the gas cap". 

Although there were 3 other Police Officers who had showed up during this incident which I recieved as a "person with a gun". I was found guilty of everything under the sun. HOWEVER If that is true then the other Police Officers would have should have seen something OR they simply LIED and they were charged with ZERO!!!!!!!!!

The reason this is all coming back up is beacuse I have most recently been in touch with an IAD investigator who says the polygraph does NOT exist OR COULD NOT STAND COURT SCRUTINY which is why it was NEVER PRODUCED EVER!
