Reachout Mobile Reachout Wireless Did not give free mins. after purchase California

I purchased minutes for $15 on December 24,2014. I was expecting to have lifeline minutes added as usual on Jan.8th 2015. I had noticed for the past 2 months that I purchased minutes I ran out and never received my free minutes. I called today and was told that by a complete idiot that I will not get my free minutes until jan. 24. The representative that claimed his name is "Dilbunz John" stated that "when you purchase $15 and that you CANNOT get your lifeline minutes until 30 days after those minutes expire. What kind of BS is that? I asked several times to speak with his superior and he refused and disconnected the call. These people are crooks. You can never get a representative that speak clear English. I am so done with them.
