Sanny Yorkie CH-Bettell I purchase a teacup Yorkie on 12/16/2017 Tampa Florida

I purchased a teacup Yorkie and now that I sent my money and confirmed that they rec'd payment.  The owner has not shipped my dog as promised.  I feel that I was mislead and misrepresent regarding the cost.  He stated that all fees were $500 which included shipping and now he demanding $2550 for shipping a requirements.  This was not advised to me during the original purchase and I had I known that i would have went to a petstore.  I assumed that it was a legit busness and he sent me registeration paperwork.  Now suddenly this is an international flight charges which is absurded I live in OH and the puppy coming from Tampa FL.  When I disagreed to sending additional money after paying $1850 he's demanding more moneye sent me several emails that has alot of grammar error that I pointed and and responded to in writing.  They are now saying I am abandoning BeBe which is far from truth.  I stated that I would like a refund which he agreed to and now my number has been blocked.  I can still call from unknown number and he's not answering nor responding to my tex message.  I advised him that he has validated my rights as a consumer and I have proof that the money has been pick up.  I told hi  that this is extortation and will file a complaint.  I gave him several option on settlement which has not responsed to.
