Negligence of Schuylkill county children & youth Services To who me this may concern, I am reaching out to anyone that can possibly help me with this matter. My 16 year old daughter was removed from her fathers home, his custody revoked, I should've gotten custody but due to negligence, lying & withholding important information children & youth had about me & my home my daughter was placed with her Grandmother. She should be with me, I am her mother & perfectly fit. See the complaint below. SCC&Y# 16139 I want to file a complaint & an appeal for the placement of my daughter Stefany .
The hearing for the case against her father was on 1/11/2016 at 9:00am, I was unable attend because it is 2.5 hours away & I have 3 young children I have to get off to school, no one was available to be here that early for me to attend the hearing. I explained this to Jessica A. Friday 1/8/2016 when she finally called me back after trying to contact her for 3 days. She told me I would have to be there in order to get custody because I don't live there & they don't have any assessments of my home which isn't true at all. A complaint was made against my daughters father & grandmother regarding Stefany but she was living with me at the time so Schyulkill county children & youth had a caseworker from my county come to my home as a courtesy.
She met everyone that lives here, checked out my home & spoke with my daughter Stefany. I also called child services myself to try to keep Stefany here after the incident because Her father still had custody, changed his mind & was demanding her back with him, The same caseworker came for that call as well, so she was here twice. Stefany lived here for about 3 months at the request of her father because she was doing drugs, having sex, cutting herself & smoking cigarettes, we had to sign her out of a mental institution because she threatened to kill herself while living with Her grandmother, whom she was placed with today, I told Jessica all of this, that is 2 assessments of my home in the past few months.
I called the supervisor Melissa Hanlon as soon as my girls got on the bus this morning hoping she could help me because I felt Jessica Andruchek wasn't doing everything she could to get the information she needed about my home to tell the Judge. I gave Melissa Hanlon the name, number & extension of the case worker from my county who came to my home twice, and stefany's therapists cell phone number, whom was seeing her 2 -3 times a week while she was living here, but I don't think she called either of them, the first time the case worker from my county came was from their agency as a courtesy for schuylkill county children & youth so they should already have the information on my home assessment. Being placed with her grandmother is not best for Stefany, she should be with me, her mother.
I was told the judge told the caseworker, Jessica A., to get a hold of me during the hearing & she told the judge she called but I didn't answer, that was a lie. My phone was with me all day because of the hearing, I was a nervous wreck. I can print phone records to prove it. I got a lot of calls that day but she never called me. When the judge asked her about me she didn't say anything at all to have Stefany placed here. I feel this was complete negligence & they withheld important information about my home & me as her mother that could've placed her with me, where she belongs. She should not be with her Grandmother when her Mother is alive, healthy, young, lives a stable, secure life & is a stay at home mom. If they wanted a full assessment of my home they could've sent someone weeks ago, but didn't. The only reason I let her go back to tamaqua after 3 months is because her father changed his mind & wanted her back there, even though he sent her here to begin with, she was doing great until he started telling her she can come back.
I called all the caseworkers & was told I can't stop her from going back because he still has custody & she wasn't present at the time of the incident, so I let her go. I let Jessica know Stefany was back with her dad the following day, she told me the hearing was coming up & asked me if I wanted to be a resource for Stefany & I said definitely yes, at that point she should have gotten the assessments & information she needed for the hearing, but didn't do any of that nor return any of my phone calls. This was definitely negligence & purposely withholding of important information that could impact my daughters future. She should be here!! Me being at the hearing myself isn't exactly a home assessment either so that makes no sense at all.
