It sounds an awful lot like somebody IS in control, otherwise you'd still be out that additional 10 dollars PLUS the cost of a duplicate order. Also, strictly speaking from the standpoint of somebody who's worked retail, it's entirely possible for the site to have the wrong quantity of items in the store, and the reasons are numerous; additionally, one of those "2" items is usually considered a display item which takes no less than a holy edict from God Himself to get off the sales floor.
FYI, a small sampling of where that ONE other item could be (ever misplace ONE item?):
* Lost / damaged / stolen in transit
* Inventory mismanagement
* Inventory CONTROL mismanagement
* Employee theft
* Damaged in the store room
* Propping up an old coffee table in the manager's office (depends on the item)
* Propping up a new coffee table on the sales floor (again, depends on the item)
* Not yet checked in to the store (even MORE reasons for this one)
* Mislabeled or otherwise mishandled on the sales floor
Actually, now that you mention it, it IS quite miraculous when retail outlets work AT ALL. :)
