I took out a payday loan a few years ago. I recently tried to get another one and I was contacted by a company that calls themselves The State Investigation Department. They call me all day long. They say that I owe $350 on a pay day loan and I told them that I payed over $500 on that loan. They told me that they do not have any records of me paying any money on the loan. I contacted the bank that was associated with the loan because we all know that you HAVE to have a bank account to get a loan. The bank said that I needed the date that the loan was taken out but this agency refuses to provide me with this info. They called me threatening me saying that they would be at my house or place of employment in two hours to arrest me if I did not agree to a payment plan with them. They also threatened to arrest my supervisor and my references, in which they had all of their info also. They then asked for my credit card info, and all of my other personal info. I asked them for the date that I took out the loan and the said that they did not have that info. I explained to them why I needed it. These people will not leave me alone, or will not provide me with the info that I need to prove that I do not owe them.

I cannot be sure that you fully paid off the original loan with the loan as interest rates are ridiculous if not usury as defined by by 1960s standards.
The key to this being a scam is that they said they would arrest your supervisor and references. Why would they be arrested when they have no financial dealing with either the collection company or the original loan company. No US court would issue a warrant over a debt that does not belong to you.
Also the demand for credit card information over the phone to someone who contacts you would be an open invitation to identify theft.
Always demand to see proof in writing that a debt is owed. Any reputable collection agency would provide that.
Never fall for the police will arrest you ploy. No they won't. That is a civil matter and the police would not be involved. Shoot, the police have they hands full with more serious matters than to waste their time as a collection agency.
Never provide your credit card or bank account information unless you initate the call. If they call you always assume it is a scam. Anybody can lie, particularly if they know they cannot be prosecuted because they are out of the country.

Its just talk do not listen to them . The next time they call tell them a very strong death curse has been put on him. If he continues to call the curse will get stronger and stronger everytime they call when it gets to the strongest tell the caller he will die a horrible death.
Tell him if he wants it removed it will cost over 800 million dollars and they will have 1 hour to come up with the money . If they are 1 minuite late this curse can never be removed. When he dies this curse will be passed down to other family members.
If the caller has middle eastern accents they believe in hexes

And they know it.
They use threats to collect where there's Nothing due. That's their game. Tell them "Go ahead and sue" they'll backwater hard to NOT sue, Just to collect their Cash.
