  Flagging drivers licenses has been a practice in law enforcement for decades. In the days before computers, officers would cut a small piece from a corner of a driver's license to let other officers know that the individual in question has a warrant out for his or her arrest, or to let other officers know that the individual is a suspect in a crime. However, today officers use a computer system to flag drivers licenses also known as an Officer's Safety Bulletin. The officer can add comments about the individual to let other officers know what to look for and what kind of vehicle the individual is driving. Like any other addition to technology, the flagging system can be used for good or bad depending on who is using it. In this case the officers are using it for reasons that are unclear but appear to be an excuse to harass, intimidate, and watch certain individuals that the sheriff or possibly a deputy just doesn't like or doesn't want around. This case involves more than one law enforcement officer and possibly the Oklahoma Highway Patrol. The officers in question have been known to add comments on certain individuals such as "dangerous subject" ," is known to drink excessively in public","may be in possession of drug paraphernalia" "in possession of weapons" "says he will file a lawsuit against the sheriff" Some officers even add " claims to be a member of an extremist group". These are just a few examples of what some officers may add to flag a driver's license. What if the officer has no proof of these statements and types them anyway? Doesn't that fall under "defamation, and libel?" What about the fact that by adding these flags, the individual flagged is marked as a possible criminal even though he or she has not been convicted in a court of law? Doesn't that violate some state statute? What about that individual's civil rights? That's exactly what is happening and how an innocent person's life can be turned upside down in one traffic stop!

Another issue is that Stephens County Oklahoma has no civil rights attorneys, and every attorney in the surrounding counties seem to have a conflict of interest due to the fact that they are "good friends" with the sheriff of Stephens County. So what can a person do to remove these flags from their drivers license? How are the officers getting away with making false statements or statements that violate a person's civil rights? How many innocent lives have been destroyed because of these flags? Why is this flagging system so hush hush? So basically anyone that a deputy or officer dislikes in Stephens County Oklahoma is going to get punished with untrue statements flagged on their driver's license. It also seems to be a good excuse for deputies and officers to violate an individual's 4th Amendment rights and search that individual's vehicle during a traffic stop. This is clearly a form of harassment, bullying, and intimidation by law enforcement in Stephens County that needs to be investigated. The only problem is whomever is running Stephens County is allowing the corruption to continue and seems to be silencing all attorneys who try and speak out about this issue!
