Terry Roth/Puppy Barn Kennel Did not refund for a puppy that died in a week Lizella, Georgia

I purchased from Terry Roth for $250 a Miniature Schnauzer puppy Malyia 12August2011 and subsequently she passed away on 19August2011. Under the jurisdiction of Georgia Puppy Lemon Law, the Lemon Law states The purchaser of a puppy has 14 days to return the puppy due to a disease that is infectious. Hereditary or congenital defects can have a time limit of up to a year. In addition to asking for a replacement or a refund, buyers may also ask for veterinary expenses, up to the value of the puppy. The buyer has the right to receive a veterinarian's certificate at the time of purchase of the puppy from the breeder. This certificate tells the buyer that the puppy is in good health. The period for returning a dog with an infectious disease is 14 days. Some hereditary or congenital defects have a time period of 6 months to a year, during which, if the dog develops these symptoms, there is a remedy. Breeders who do not adhere to these rules and regulations can be taken to court to make them live up to their legal requirements regarding the defective puppy. Any fees incurred will have to be paid by the breeder. The veterinary fees as well as the certification fees that are necessary to declare the puppy as unfit for purchase are another expense that would be reimbursed. Normally, these range up to about 50% of the price paid for the puppy or dog.

 Terry Roth emailed me on three separate occasions and said she was going to refund me the $250 in full. On Saturday, August 20, 2011, 11:58:11 A.M. she emailed, I will send you a refund of 250.00 by mail to your address via money order out of the kindness of my heart, on Saturday, August 20, 2011, 10:11:47 P.M. emailed I will send you the refund toward the end of next week sometime or the week there after, somewhere around that time. Let me know when you receive it and on Wednesday, August 31, 2011, 11:52:44 A.M. emailed, I will mail your refund one week from today. Let me know when you get it.

 I have as of yet to receive the refund. I am out of a puppy as well as $250.00.
No one should buy a puppy from Terry Roth and if they know who I can report her to so she can no longer breeder puppies please let me know.
