On 12/28/04 my partner and I received an estimate from Mr. Roehr for replacing two french doors in our home. The estimate was $2,800 (to include materials and labor). Mr. Roehr stated (in writing on 12/29/04) that the work should take approximately 1 week after ordered doors were delivered (about the 1st or 2nd week in January). We gave Mr. Roehr a depost of $1,400 to begin work - with the remainder due at the completion. We heard nothing from Mr. Roehr after that.
After the 2nd week in January, we began to call Mr. Roehr. The first few times we called he said he would have to call us back - which he never did. On February 4th - we call Mr. Roehr again and he told us the doors "were in" and he would be calling us at the beginning of the next week to arrange a time to begin work. We heard nothing from him at the beginning of the week. My partner called again on 2/11/04 to find out when he would be ready to begin work. Mr. Roehr apologized - said he had some personal issues which had delayed him but that he would call us that weekend to schedule a time to begin work. We heard nothing from him that weekend.
On 2/14/05 - I called Mr. Roehr to tell him that we were no longer interested in having him do this work for us and we wanted our money back. Mr. Roehr said "that isn't the way we do business." He said he had already ordered the doors. I told him that we were willing to pay for the doors - from the deposit we had given to him, if he could prove (with a manufacturers invoice) the cost of the doors, when they were ordered and that they were paid for.. I also asked that he have the doors delivered directly to our house. He called me back on the afternoon of 2/14/05 and said that the doors would be delivered to our house at the beginning of the following week. We waited the entire week (2/21/05 - 2/25/05) and no doors were delivered. I called Mr. Roehr on 2/26/05 and told him the doors had not been delivered. I asked that he provide me with the name of the vendor from whome he ordered the doors and a work order number - so that I could check the status of delivery. He promised to call back that weekend with the information. He never called back.
My partner called him on 2/28/05 to find out what happened - he told him he would have to call him back that afternoon. He did call back and apologize. He said that he had taken on too much work recently and that he was very busy. My partner said that we would "help him out then" by cancelling our owrk - but before anything was resolved - Mr. Roehr received another phone call and said he would call us back the next day. He never called back.
On 3/1/05 my partner called back and left a message on his voice mail stating that we wanted a full refund delivered to us on 3/4/05. No refund was received and that call was not returned.
In the last two months (March and April) - we have called Mr. Roehr and least twice a week. Some of the calls are returned. He did promise to send a refund "priority mail" to us. But the refund was never recieved. When asked about this he said he would have to "get back to us with the tracking number" - which he never did.
There is always an excuse with this man. Personal health issues, death in the family, problems with his children - even a missing brother. He told us his brother had been missing for three weeks. While I have no way to confirm this - there is a man with his same last name (from Missouri) who is missing - but he has been missing for 4 years!! While we are sympathetic to any personal tragedies that this man may be experiencing - that is really no reason to delay our refund - which was clearly promised to us on numerous occasions.

Cory - you were exactly right. Turned out this guy is wanted in three states for pulling the same scam. We were able to get our money back from him - but only after Houston PD paid him a visit.
Although our situation ended well - do not take chances with this guy. DON'T HIRE HIM!!!!

Police Report you'll find that he probably has a long record

Don't screw around, file a police report for theft, today if not sooner. The only thing these people understand is when you file a police report. From the sound of it, you'll find that he probably has a long record of doing just this very thing. Contact several local TV stations, they love to do stories about crooks like this one. Call to see if he is licensed to do contractor's work with the city of Houston, if not report him for doing so AND file with the BBB. Have your attorney file suit aganist him in civil court. Have him served with papers. I love it when the TV stations shove a microphone into the face of a crooked contractor and start asking him why he ripped off some poor schmuck. Don't call him and tell him you're going to do any of these things, just do it.
