On September 13, 2002 I was contacted by an individual identifying himself as Franklin Price who worked for US Guardian Consumers.

He advised I qualified for a VISA card with a limit of $2,500 and a Master Card with a limit of $2,000. He said a fee of $199.00 was required and he would set it up where I would get the Master Card on September 23 and use it at the ATM for a cash advance of $200 to deposit in my bank to cover the fee. The fee would be taken out of my account October 13, 2002. He stated that someone from the security department would be calling to verify all of the information and they would enter the date of the debit to be 9/13/2002 and after I spoke with them I was to call him back at 416-488-7366 and he would change the date to 10/13/2002.

I waited and when no card arrived I checked my bank and the $199. had been taken out on September 16, 2002. I immediately called 416-488-7366 to discover it had been disconnected. I then called the customer service number Franklin had given me 416-289-3634. I left a message and waited 24 hours. No one returned my call. I called back and spoke to a lady with broken english and when I told her I was trying to contact the other number she said the whole staff at that number had been fired for lying to people.

She then said my card would get to me by October 13. SO I waited. I then called the customer service number back to discover it had been changed to 416-488-0219. I spoke with the same lady and she advised that the package arrives late sometimes. I asked for an address and she gave me Us Guardian Consumers 1 Closter Commons suite 242 Closter, NJ 07642. I called back on 10/17 and was informmed that it should be there by 10/20.

I then asked her what exactly I was to be expecting in the mail, she said it was a large package that had a signature card in it that I had to sign and send back before I would get the credit cards.

I also called the 416-488-7366 just to see if it was still disconnected and a man aswered stating that he was part of the security department and he was very reluctant to speak with me and kept telling me to call 416-488-0219 and he gave me a address of 1992 Young Suite 201 Toronto, Ontario M4FL128.

I again waited, no package. On 10/23/2002 I tried to call the customer service number only to find that it had been disconnected, as well as all the phone numbers I had associated with this.

I immediately contacted my bank and disputed the debit, as it was actually pulled 1 month early than I agreed on and I had not received the product I was promised. My bank is investigating this and I am sure I will have a positive result from my bank.
