Western Union prepaid credit card is a scam they are charging me $0.99 per purchase when i use the card that adds up and cost a lot Sioux Falls South Dakota

everytime i make a purchase with their credit card from western union the prepaid one they charge me $0.99 and even though i had 2 payments that never got paid to vonage they wont refund them back to me and they charged me $62.55 which was $61.56 plus the $0.99 for the transactions for each of them and vonage said the payments where refused to them so they never got paid and western union wont put the funds back into my account either,

also when i originally signed up for this card i thought it would be like other credit cards, other credit cards only charge a small fee to preauthorize the card when making a purchase but those fees are always refunded back once the purchase has gone thru, but western union doesnt refund those preauthorization fees they say they keep them, which to me is just wrong, like this month i used my card 10 times to make purchases small purchases too as i had to go down to the western union to add the funds which cost me $4.95 just to ad the funds to my card then when i purchased something using the card they charged me for the purchase plus an additional $0.99 per transaction which they say they wont refund those fees as they say they are allowed do that, that seems like double jepardy to me seeing they charged me to add funds to my card account then they charged me again just to make the purchase thats wrong. no other credit cards i have ever had did this, so it looks very suspicious to me.
