This merchant is a full on criminal as can be seen on other review on Ripoff Report and the BBB.  He offers to run an online marketing campaign for annuities for a minimum initial cost of $1,300 and then he literally disapears with the money. 

No marketing, no leads, just disappears.  He keeps the cost low enough that it doesn't make sense to sue him and he continues it over and over again to other unsuspecting individuals.  Once he has your money, that's it.  He is 100% a con-artist thief, nothing more to it.
