I inquired for service hookup at my location due to my children schooling online. Blue ridge responded to my inquiry with a $28,000 + hookup fee estimate to extend their lines 1mi. There are 20+ houses plus multiple businesses in between where their service ends and my house.

Their costs would be compensated with new customer contracts alone. Plus there are rural internet upgrade grants and forgivable loans from the federal govt that our area would qualify for. But instead this company looks to profit doubly off of the consumer in the midst of statewide restrictions and challanges for local families during a pandemic. Shameful company.

There are 20+ houses plus multiple businesses in between where their service ends and my house.
- You just provided the reason for that $28,000 estimate.  A mile is a long way, the cable cost alone is going to be about 10K, and that is not including any of the infrasctuture that has to be added or the labor in trenching and buring the cable.

You also have other costs involved such as obtaining the right of way from any property that may be in the way.  This is also not including the cost of any agency hearings or approvals they would need to get to even start the project. You are also assuming it is just a mile.  If they are denied the "straight route" they may end up having to run 2-3 miles of cable to go around areas they can't go through. It is very likely that the 28K is already a "discounted" amount.  It would not be surprising if the true costs is closer to 40-50K.

- So  how long would it take to "break-even"?

But again that statement gave you the answer. All you need to do is to get those 20+ people to agree to a contract and split the cost with you. The big cost is all of the infrastructure, once that is done it may add just a couple hundred to each additional house to the total.  If you get anough people you may get the total cost down to just a few hundered dollars for the hook-up.

If you truly think you are somehow entitied to this then go to your local city council officials and get them to take up your cause.
