I applied for a crate and barrel MasterCard. I purchased $38 worth of kitchen gadgets in Corte Madera, CA. When I got my statement, there were two $704 charges from the Naperville, Il store. I live in CA. I have never been to the Naperville Store.

Then I got a letter from Synchrony bank saying they corrected a mis charge. But that was for another $24. I called the bank (actually their call center in Manila). They said I am responsible for the costs until they complete their investigation!

I can’t even fix the damage to my credit report until these incompetent b***s finish an investigation.

There's gotta be more to the story

Your headline says the card was "non activated" Yet had fraudulent charges. You state that you spent $38 on a card you claim was non active.  You also say this was a Synchronity card and that 2 charges for $704 went through. Usually Synchronity cards don't have that high of a limit.

They said I am responsible for the costs until they complete their investigation!  That's a very true statement.  The reality is that the charge is assumed to be correct until there is evidence to the contrary.  Synchrony does play hard ball, but ask for a US operator and see if you can better deal with their personnel in the US.

I can’t even fix the damage to my credit report until these incompetent b***s finish an investigation.  You have a couple of options.  (a) You can decide not to pay until the investigation is complete, which might ruin your credit for a while.  The other option (b) is to pay the balance now and when the investigation reveals the charge isn't yours, then you'll have a fairly large credit balance.  Option b will result in no damage to your credit report.

I mean if you go to Crate and Barrel often, which a lot of people do, a $700 credit can be used up pretty quickly.....
