I recieved a letter from U.S. Department of the Treasury Bereau of the Fiscal Service, stating that my refund check had been applied towards a Student Loan that I owed.
Thing is I dont't have one. I want to know if there is any way I can recoup my money. I'm not filing right now as they may decide to thak it again.

You will need to reach out to the IRS and find out why your 2018 refund was confiscated and take the time to stay on hold. One of the things that does happen with the IRS is that they will mix up a SSN when trying to figure out whether someone owes a student loan debt, or alimony payment, Federal Tax garnishment, or something like that. If they correct the issue, then I would think you should be able to file your 2019 return.
