IDEX acts as the final link in the fraudulent sales scheme by delivering packages containing worthless trinkets that generate USPS tracking numbers and proof of deliveries. The transactions originate with the internet vendor "Newboat" (newboat@yeah.net) and PayPal acts as the financial mechanism that enables it. The fraudelent proof of delivery is used to dupe any PayPal investigation and the packages are re-labeled from Chinese origin.
