My Neighborhood Handyman, LLC Had major construction contracts and after 90 days only about 12,000 of 60,000 contract done. Work stopped 9/7/2021. He owes me 22,000.00 and refuses to give me it Phoenix Arizona

I have 2 contracts for 30,000.00 each for remodeling work. The dates on contract are June 16 and July 29, but I had company coming so we agreed on start date of 8/2/21. one contract stated work to be completed within 60 days, the other within 90 days. The only thing that got done was one shower and tile work in 2nd shower. Work stopped 9/7/2021 and I filed complaint with ROC as it is now 90 days so both are a breech of contract.
Owner is refusing to give me my deposit back. He owes me 22,000.00 that I have paid him and that is allowing 12,000.00 for what has been done.
