Called Pop A Lock San Antonio phone number listed on their website. The dispatcher quoted a price of $19 trip charge plus up to $40 to unlock a Honda Accord.

Technician arrived and unlocked the car in a few minutes then submitted an invoice for $182 ($95 car unlock, $55 tools and labor, $19 trip, plus tax)

Are you sure it was Pop-A-Lock?

I ask that because there are locksmith services that piggyback off names and addresses all over the country and they will send out an unmarked vehicle (no name on the truck or car) and they charge an outrageous amount well over the quoted price. Search for locksmith scam. It's everywhere and it works just like you described.
