Josh Caplan of Phoenix, Arizona accepted money from myself and 2 friends for web design services over a year ago. We paid half the fee up front, with the agreement that the balance would be paid when the website was complete. 16 months have passed, and there is no website, and no communication or feedback from Josh Caplan. We did some digging, wanting to know if anyone else has been scammed by him, and found very disturbing things on several social media sites about him. He apparently uses "Deplorable Cf Kid " as his online character. He has slandered, hacked, defamed, stalked, terrorized, and scammed many many people. Lesson learned - never pay someone up front without a written agreement.
