Saygayza wrong product sent, offer no return unless I pay shipping which is more than product itself

I ordered a set of 50 National Park stickers. When I recieved them, there was only ONE sticker that was the same as the description. They are not willing to refund me my entire amount that I paid or willing to pay shipping. They want to refund me 50% or they will refund me if I send them back but I pay shipping which costs more than the product itself. I tried telling them that this is their mistake and I shouldn't have to pay for someone else's error. They won't offer anything else.
