Business owner required all monies upfront for paint and supplies. Bought substandard . materials and lied about the quality of paint. Quoted me the paint would cost $400 a gallon and boat would need two gallons, maybe more. Paint used was no better than spray paint. He could not produce any receipts for paint, parts or materials. Boat not seaworthy.
