11 charters communication Spectrum Sent a bill to collections although the area where I live is not serviceable.!!! Youngstown Ohio

I had called the company to see if our area was serviceable they told me yes. After hearing their prices i declined. 2 months later I was checking my credit report and I found that they placed a bill for service i never had in collections. Upon calling the company I was informed that Spectrum was NOT serviceable in my area. SO Tell Me How I was charged for service??? They are scammers and liars!!!!!
