AAA Quality Air & Heating Gustavo Cruz - Fraudulently took money for repairs and did not perform services Las Vegas Nevada

I spoke to Gustavo Cruz, owner of AAA Quality Air & Heating the week of 7/13/2015 about replacing a mini split air conditioner. Mr Cruz stated he would look at it to determine the model of the unit so that he could order it and install it. Mr Cruz looked at the unit and stated, " There is no need to replace the unit, I can fix this unit and save you money by not replacing it for $1600.00 " 7/22/2015 Mr. Cruz's employee worked on the unit allegedly replacing the compressor. After the work was completed, I paid Mr. Cruz $1600.00 and was provided an invoice marked, "PAID" and "One Year Warranty Parts" Mr Cruz stated the unit was operating correctly since it was blowing out cold air. However, after he left, we determined the unit only runs on full blast until the unit freezes up and completely shuts down regardless as to what temperature the thermostat is set to making the unit inoperable. After repeated calls to Mr. Cruz, on 7/27/15 Mr. Cruz and an employee came back to the building and stated that an electronic board in the split unit was not communicating properly and on this date, Mr. Cruz had his employee attempt to bypass the board. The mini split unit is still inoperable. I called Mr. Cruz to complain after his last visit and he stated that the manufacturer no longer makes the board for the unit, but, he would put in a "relay" to make it work. Mr. Cruz has not returned to complete the work. I have phoned and left messages for him to no avail. He has not returned any of my calls and has essentially disappeared. I am requesting that the job be completed as promised, or, a full refund of $1600.00 is made to the Association.
