AARP United Health insurance comp. My wife is agent for Medicare supplant insurance, she was not paid for commission ,which UHC supposed to pay her. Montegomeryville, Pennsylvania

My wife is licensed to sell Medicare supplemental insurance in VA. she was selling one supplemental plan F to Mrs Hsu on May,2012, then she was paid commission by UHC(united health care insurance).
The when she sold two other supplemental Medicare insurance during July,2012 to mr. & Mrs Chu. One months later, she was not getting paid, then she was notified that she had to sell six supplemental insurance in order to stay On the list, but UHC never bother to notify her or her Agency(JSA), then UHC open up and let her to sell 2 months later, it is the system ,which no one was informed in advance, then after signing on the clients, then found out, she called Mary ( assistant to UHC VP)(281-910-8894) (several times to protest, for 2 months, she was then told, she will not get paid, this commission is important for her to live on, it supposed to last for 6 years.
UHC is ripping her off without telling her in advance that she would not get paid.she will find another carrier for her clients, why she work something for free,
Pl help her to recover this lost. It is not fair for her, Big comp. like UHC should not have policy which will turn on or turn off selling at different months of year, it is confusing to all agent, quite few agents were trapped in this.
