Access Mobility LLC Jim Clore Failure to provide wheel chair ramp and chairlift in house Fredericksburg Virginia

We contacted the company to provide a wheel chair ramp, chairlift, and grab bars for our bathroom.  We were required to pay 75% of the cost of a wheel chair ramp and chairlift for our house.  We paid cash in order to get a 5% discount.  The owner of the company, Jim Clore, canceled and rescheduled mulitple times.  Then he agreed to give us a full refund.  We did receive the suction cup grab bars but that is all. After four months, he provided a refund of $350 from the original $4,400 he owned us.  We took it to small claims court, where we won full refund plus interest and court costs. We have received nothing.
