This company sent out a package to my brother who is a prisoner in California, he was in the hospital when it came, he never got it. They told me that inmates lie all the time and they believe the guards. I told them I am the customer and I am not an inmate, I am the one who paid for the mail order and he never got the package, they told me tough luck. NEVER DO BUSINESS WITH THESE CLOWNS.

What you should have done...

I used to work as a CSR for this company and the California DOC is notorious for losing packages or just simply withholding them.  However, because the inmate was in the hospital, they were not allowed to receive the package.  And yes, unfortunately, a lot of the CO's in the CA DOC are corrupt and steal from the prisoners, but at that point, without proof that something happened to it, there's nothing that Access can do.  They would need for the correctional facility to send in paperwork or call in to the call center to get the package resent at no cost to you.

However, you could have asked that the CSR escalates the call.  Unfortunately, we were not allowed to contact the different correctional facilities in California due to their preferences that they indicated when they signed a contract with Centric (the mother company).  So, really, a simple CSR or even sometimes the program manager can't do anything until the facility acts on it.  Just thought I'd lay it out that the company is subject to following the different laws about secure packages in all 50 states and there are no loopholes or way around them.  Also, they get a manifest that says who signed for packages and on what date at which facility.  If it was signed for and is on that list, it's out of their hands.  Sorry you had this experience.
