KEN CHINN IS A SCAM ARTIST. He lures you in by telling you he will give you a discount on his services if you "give him a chance," then charges you MORE! He submits an inflated invoice to the escrow company without you knowing that is HIGHER THAN THE CONTRACTED PRICE and then pretends he doesn't know what happened, and KEEPS THE EXTRA MONEY.
