This man Patrick Stark claims to be a Sr. Investigation Officer with "Department of Law and Enforcement/ACS Incorporation." They are playing on people who probably had pay-day or cash advance loans, and making them think they have not paid them off. The United Legal Investigation Bureau does not exist. This is a scam. Also, be aware he wants to only be contacted via e-mail. Plus, no one has the authority to "put on hold" your SSN. DO NOT RESPOND. You will lose money.
