Yeah, Joe DeSilva is a legend for ripping off vendors. Just look at IFS. His new company All About Maintenance has only been around two years and already the web is full of vendors he's refusing to pay. Here. and check the BBB website.
The best way to deal with them is quote the job (no, don't even waste your time going out to look at it, just email them a cheap quote), accept the job, then ignore them from that point forward. Whether they are directly contracted by the company, or being subbed by a primary maintenance providor, the best way to deal with ripoff jerks like this is to get them in trouble with the people who unsuspectingly hire them.
