alleged "US Federal Grant Department" recieved phone call telling me i was awarded $9000 from us federal government grant department phone call

 on 11/26 i recieved a phone call from 000-000-0000 a foreigner was telling me i was awarded a $9000 US federal government grant. i asked what i was to use the money for and the man told me i could do whatever i wanted to with the money. i asked how was it that i had recieved this grant and the man told me i had been selected by my phone number which is a no contract cell phone, and that records indicated that i pay all my bills on time, pay my taxes, have no bankruptsies, and have no criminal activities for the last 9 months. i was given a grant id number of NJ75367 and a second phone number of 347-389-0028, and i was instructed to tell no one about the grant money including my husband or other members of my household. 

when i called the other phone number another man with a foreign accent named "Nick" immediatly began asking me personal information. i refused to give any answers and asked my own questions such as "how did this company get my identy?" his reply "from survey's across the US selected me by my phone number and all information was confidential and that the call was recorded." i also asked how to claim the money and he would not give me any details on how to claim the money without any information on who i was. i asked how was i suppose to know if this was a scam and all he had to say was that the call was being recorded and that all information was 100% confidential then began asking my name again. instead of giving him my name, i asked again what is the process of recieving the grant money. he got annoyed with me and said i don't believe i am speaking with the correct person and hung up. so i called right back and the man who idenified himself as Nick answered and immediatly told me that my claim number was no longer valid and hung up on me.
