they told me for a fee of 199.95 they will give a credit card with a 4,000 dollar credit 21 days from the day of the debit from my account. 21 days have come and gone and no card. But the money is gone from my account. Upon calling them they have no record of me or my money.

Report to your bank the fraud. You have to fill out a dispute form. If your account was debited in less than 30 days ago, you might get back your money. You should consider to close your account, and get a new one, otherwise these scammers can charge your account again, and again.
