I had taken a phone call from this company promising that if I gave them authorization to direct debit my account in the amount of 239.00 that they would send a un. mastercard in the amount of 3000.00 within 15 days. It has know been 15 days and I recieved a card to order out of a catalog (not a mastercard that could be used anywhere.)

This company is very fraudulent in everthing that they say their company is on the phone. They are not there to help, but only to rip you off.

Try your bank

If they debited your account 15 days ago, you might get back your money. Go to your bank, and tell them you want to dispute a fraudulent charge. (They will give you a dispute form to fill out.)

I would recommend to close your account before they charge you again and again.

For the future: do not accept any financial offer over the phone. Ask them to send you the offer in mail. So you have time to research the company.
