I submitted a poem to The American Poets Society in about Jan 2010.They sent me a letter and a certificate saying they would publish it in a book for 25.00.They took the money out of my account in April 2010.I called them in July and they said the book would be here in August.I called them again today and they said it will be here sometime this month.I said I wanted my money back and they said they couldnt do that. They are a RIP OFF and something needs to be done. The name of my poem is Cow Blues. It is suppose to go into a book titled Poems of the Western World.

Sucks that you were ripped off..

..but why did you not at least check the website before you gave out account information? There seems to be no such website as American Poets Society. Nor does anything come up if you search for it online, unless you include the term "rip off" in the search.
So since there is no such society, and no such website..how were they communicating with you? You do state in the report you called them. How did you get a phone number to a non existent entity?
This is the kind of info that may help others avoid the same fate.
